Caribbean Schools Reopen This Month, and the AI Rules Are Still Being Written
Cayman's government schools go back on August 26. CXC's 2026 results land August 18. Both dates are arriving while five different governments and agencies are still building the AI rules that are supposed to govern what happens once students walk back in. Here is exactly what is under construction, the numbers driving the urgency, and what a CSEC student does in the meantime.

What Is Actually Happening as Schools Reopen
Start with Cayman, because the timing there is the tightest. Mark Ray, the territory's Director of Education Services, told the Cayman Compass on August 5 that his department is developing a more comprehensive framework to guide AI use in government schools, building on the Cayman Islands government's existing internal AI guidelines and drawing on guidance from regional examination bodies and international education organisations. That confirmation landed three weeks before students walk back through the door on August 26, according to Cayman Marl Road's school calendar reporting. Officials there note that AI concerns sit somewhat lower than in some other jurisdictions, since most Cayman assessments happen under supervised classroom conditions rather than as take-home work, but the framework itself is still in progress, not finished.
Zoom out to the wider CXC system and the same pattern repeats at regional scale. CXC published its Responsible Generative Artificial Intelligence Policy Framework for the Regional Secondary Education System in November 2024, and it has since gone out to CXC-participating secondary schools in Antigua and Barbuda, Barbados, Belize, Dominica, Grenada, Guyana, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. Standards for AI use in School-Based Assessment submissions only began applying from 2026, which means this is the first academic year any student in those territories is working under a fully live version of the rules, not a pilot or a draft.
The Number That Explains the Urgency
None of this policy activity is happening for its own sake. CXC Registrar and Chief Executive Officer Dr Wayne Wesley has pointed directly at the results driving it: "We've paid particular attention to these areas and will soon unveil our AI-powered literacy and numeracy system to complement the education system and ensure students have the foundational skills needed to succeed," he said, according to the Caribbean Development Bank's newsroom. The area he is referring to is stark. Only 36 percent of candidates achieved a passing grade in Mathematics on the 2024 CSEC exams. That is not a footnote. It is the single number that turns an AI policy debate from an abstract governance question into an urgent one, because it means well over half of every Mathematics cohort is not clearing the bar the exam sets.
There is a second number worth sitting next to that one. The region's overall CSEC benchmark, the share of candidates passing at least five subjects including Mathematics and English, rose from 41 percent in 2024 to 44 percent in 2025, according to Barbados Today's reporting on that year's results. Movement in the right direction, but still a benchmark barely above four in ten. Whatever the 2026 results show when they land on August 18, they will land inside a system that is simultaneously trying to fix its foundational numeracy problem and figure out, in the same stretch of months, exactly how much AI a student is allowed to use while doing it.

🧠Why an unfinished policy is not the same as no rules at all
A framework still under construction can feel like a free-for-all, but that reading skips a step most students actually understand once it is named: uncertainty is not the same thing as permission. Psychologists call the discomfort of not knowing exactly where a boundary sits ambiguity intolerance, and it pushes people toward one of two habits. Some freeze and avoid the tool entirely, which costs them a real skill their peers elsewhere are already building. Others assume the absence of a finished rule means anything goes, which is the version most likely to land a student in an academic integrity conversation once the policy does catch up.
The steadier habit sits between those two. Use AI to check your own reasoning after you have attempted a problem, not to skip the attempt itself, and ask your specific teacher what your specific school has actually adopted from CXC's published framework, rather than guessing. That single move, checking the real local rule instead of assuming the loudest version you heard, is the same self-regulated learning skill that predicts who handles any unclear situation well, not just this one.

Five Territories Building the Same Thing, Separately
Cayman and the ten-territory CXC rollout are not the only pieces moving. The Commonwealth of Learning is supporting The University of the West Indies, Cave Hill Campus, to build three specific tools for teacher education institutions across Antigua and Barbuda, Dominica, Saint Lucia, Saint Kitts and Nevis, and Saint Vincent and the Grenadines: an AI curriculum framework, an AI policy, and an AI code of conduct. The project was agreed in November 2025, ran a preparatory online session with ten regional representatives that January, and completed a five-day regional workshop in February 2026, with an online validation workshop in April drawing more than 40 participants. Dr Laurette Bristol, Director of the School of Education and Chair of the Eastern Caribbean Joint Board of Teacher Education, is leading the effort, and has been explicit about who the work is really for: teacher educators, she has said, are "one of the most marginalised groups of educators," the people training the people who will train your generation, and often the last to get support when a new technology arrives in the classroom.
Layer the CARICOM-UNDP Joint Regional AI Programme on top, a five-year initiative running 2026 to 2030 between the CARICOM Secretariat and the United Nations Development Programme, aimed at shared AI governance standards and local capacity across member states. Jamaica and Trinidad and Tobago are both expected to publish national AI strategies before the end of 2026. None of these efforts, Cayman's, CXC's, the OECS teacher-training project's, or CARICOM-UNDP's, were built in coordination with one another. They are converging on the same problem from five different directions at once. Whether that produces one coherent regional standard by the time this school year ends, or five overlapping documents a student in Bridgetown reads differently than a student in Kingston, is a question nobody running any of these five efforts has committed to a firm date on.
What This Actually Means for Students and Parents
For a student staring at the results portal on August 18, or walking into a classroom in Cayman on August 26, the practical answer is not complicated, even though the policy picture around it still is. Ask your specific teacher what your specific school has adopted from CXC's published framework. Do not assume a blanket ban, and do not assume unrestricted use, because both assumptions are wrong somewhere in the region right now and the gap between territories is real. Parents checking in on a child's homework routine should ask the same question of the school directly rather than relying on a headline, since the Cayman framework, the CXC framework, and whatever a given OECS ministry has adopted from the Cave Hill project are three different documents moving at three different speeds.
For a teacher, the Eastern Caribbean project's own framing is worth taking seriously: the people expected to teach responsible AI use are frequently the last group given real training in it. That should lower the pressure on any individual teacher improvising a rule in their own classroom this September, and raise the pressure on ministries to get the finished frameworks into their hands faster than has happened so far.
You Do Not Have to Wait for the Paperwork to Finish
None of the five initiatives above can give a student an actual, hands-on AI skill right now, only a promise that one is coming once a national framework finishes its validation workshop. That gap is exactly what The Genius Project exists to close. It is a tuition-free, year-round AI programme for Caribbean youth, sponsored by Caribbean AI Association and AI Jamaica, and supported through the philanthropy of Adrian Dunkley and StarApple AI, the first AI company built in the Caribbean. It runs independently of any single Ministry's policy calendar, in person and virtually, open to students across the region regardless of whether their own territory's framework is finished, in draft, or still three workshops away.
A finished national AI policy is worth waiting for, and every one of the five efforts described here is real, funded, and moving. Whether they land in time to actually govern the school year that just started is a separate question, and an honest one, since Cayman's own framework was still "in progress" a week before its schools reopened. That is not a reason to sit still until the paperwork catches up. CXC's own numbers, 36 percent passing Mathematics, a regional benchmark still under half, say plainly what the system needs: students who can already use these tools well, not students who spent a year waiting for permission to start.
