Educated and Unemployed: The Caribbean's 40 Percent Youth Job Paradox, and the AI Fix Arriving This September
Grenada and Saint Lucia's youth unemployment rate has crossed 40 percent, in a region that produces some of the most credentialed young people anywhere in the world. Here is what the numbers actually say about why, and why a set of new AI degrees launching at UWI this September is a genuine signal, not just a headline.

A CSEC certificate used to be the answer. Pass enough subjects, add a CAPE or a degree, and a job was supposed to follow. Across much of the Eastern Caribbean that promise has quietly broken. In Grenada and Saint Lucia, youth unemployment has crossed 40 percent, among the highest rates anywhere in the Eastern Caribbean, according to World Bank analysis of the region's labour markets published in 2025. These are not the two least-educated territories in the region. They are two of the more credentialed ones.
That is the paradox worth sitting with before reaching for any easy explanation. The Caribbean has built one of the highest concentrations of credentialed young people per capita found anywhere in the world, through CSEC, CAPE, and a wide network of regional universities and technical colleges. And still, in territory after territory, a large share of that same generation cannot find formal work. Something in the pipeline between school and job is not connecting the way it used to, and the data now shows exactly where.
The Number Nobody Wants Attached to a Transcript
Start with what the World Bank's 2025 review of Caribbean skills and jobs actually documents. Youth unemployment in Grenada and Saint Lucia exceeds 40 percent, a figure the Bank flags as among the highest in the Eastern Caribbean. That is not a recession-year spike. It is a structural feature of these labour markets, sitting alongside years of relatively strong CSEC and CAPE performance in both territories.
The regional picture underneath that headline is not improving on its own. The International Labour Organization's 2026 report on Caribbean labour markets found that the youth NEET rate, the share of young people not in employment, education, or training, had been drifting downward for years before reversing course in 2024. The ILO expects it to keep rising in the near term. A NEET reversal is a specific kind of warning: it means young people are not just unemployed while studying or training toward something. A growing number are disconnected from both work and the systems meant to prepare them for it.

There is a second layer underneath the unemployment figure that explains why the region cannot simply grow its way past it. The ILO also found informal employment running as high as 91 percent in Haiti, 62 percent in Barbados, and 54.6 percent in Jamaica, and it measured Caribbean labour productivity falling by an average of 0.6 percent a year between 2015 and 2025, a steeper decline than the wider Latin America and Caribbean average of 0.4 percent. Informal work rarely pays well and rarely leads anywhere. A young person pushed into it after finishing school is not gaining experience toward a career. They are treading water.
More Diplomas, Same Country, Fewer Jobs That Actually Fit
The jobs problem is also, specifically, a credentials problem. The World Bank found that 61 percent of Caribbean youth report a mismatch between their qualifications and the jobs on offer as a direct barrier to finding work. In Saint Lucia, the same analysis found that 57 percent of workers in 2019 held qualifications that did not match what their actual job required. That is not a small margin of error. It is more than half a national workforce doing work that its paper credentials say almost nothing about.
Money follows the same pattern. The World Bank found that Eastern Caribbean governments spend roughly 14 percent of education budgets on post-secondary education, against about 25 percent in Latin America and 32 percent across OECD countries. Primary and secondary schooling absorb most of what is left, which is defensible on its own terms, but it means the stage of education closest to an actual job, technical training, applied degrees, university specialisation, is the stage most starved of public investment. Newer fields like applied AI training end up depending heavily on scholarships, employer partnerships, and free non-profit programmes to reach students at any real scale.

What Employers Actually Say They Cannot Fill
Flip to the employer side of the same World Bank analysis and the paradox sharpens further. In Saint Vincent and the Grenadines, 50 percent of skilled job vacancies went unfilled in 2020. In Saint Lucia, 40 percent of employers said skills gaps directly hurt their ability to compete. Neither of those numbers describes a shortage of applicants. Both describe a surplus of applicants whose training does not line up with the specific, current skills the role needs.
The research capacity numbers make the same point from a different angle. Only 2.7 percent of firms in Grenada and 3.2 percent in Saint Lucia maintain dedicated research and development staff, according to the same World Bank data. Firms without R&D capacity struggle to define what a modern skill actually looks like inside their own operation, which means even employers who want to hire for AI-era skills often cannot articulate precisely what they are hiring for. The mismatch runs in both directions: schools producing graduates for jobs that are changing, and firms unable to specify the jobs they actually need filled.

Numbers like these are heavy, and it is easy for a teenager to read a 40 percent unemployment figure and quietly conclude something false about their own prospects: that the odds are simply against them, so effort will not matter much. Psychologists who study motivation call the antidote a sense of agency, the belief that your own choices meaningfully shape your own outcomes, distinct from optimism and distinct from denial. Agency does not argue the statistics are wrong. It changes which part of the statistic you focus your energy on.
The actionable half of this data is not the unemployment rate. It is the mismatch rate. A macro unemployment figure is largely outside any one young person's control. Whether your own skill set matches what employers are actually short of is not. That is the part a student, a parent, or a teacher can act on directly, this term, not after the next national jobs report.
Treat the mismatch, not the headline, as the target. Build a specific, demonstrable, current skill, in AI tools, in applied technical work, in whatever a real employer nearby is short-staffed for, and you are working the one variable in this whole picture that responds to effort.

The Fix Arriving This September: UWI Bets Three Degrees on AI
Against that backdrop, one recent announcement reads as more than routine university news. The University of the West Indies, St Augustine campus in Trinidad, is launching three new postgraduate programmes in artificial intelligence in September 2026: a Master of Applied Science, a Master of Philosophy, and a Doctor of Philosophy. All three sit under the university's AI Innovation Centre.
Dr Craig Ramlal, the centre's Executive Director, framed the launch as deliberate rather than reactive, calling it a timely response to a pivotal moment for the region. His stated aim is specific: these programmes are meant to cultivate people who can develop AI solutions built for the Caribbean's own needs, not simply train professionals to operate tools designed somewhere else. Dr Ramlal has also argued that the moment calls for investment not only in technology, but in the people who will create, shape, and govern AI systems, which is a materially different ambition from a short course that teaches students to prompt an existing chatbot well.
Read against the World Bank and ILO data above, the significance of that framing is easier to see. A region where firms cannot articulate their own skill needs and where post-secondary education is chronically underfunded needs more than a stream of AI users. It needs people trained to build, adapt, and govern AI systems for genuinely local problems, agriculture, tourism, disaster response, public administration, the kinds of applications a template built for a different economy will not solve well. Three new postgraduate programmes will not close a 40 percent youth unemployment rate by themselves. They are, however, a concrete, dated, funded signal that at least one major regional institution has read the same data and is building toward the applied end of the pipeline rather than away from it.
If You Are Still in Fourth Form, This Still Applies to You
UWI's new degrees are postgraduate, which can make them feel irrelevant to a fifteen-year-old years away from any university application. That reading misses how a pipeline actually works. Nobody arrives at a postgraduate AI programme, or a well-paid applied AI role, by discovering an interest in it the week applications open. The students who eventually walk through that door are, disproportionately, the ones who started building real, demonstrable skills years earlier, in secondary school, through free programmes, personal projects, or a school coding club, long before any admissions form existed for them to fill out.
That is the practical argument underneath everything in this article. A CSEC or CAPE pass is still necessary. It has simply stopped being sufficient on its own, because the mismatch data above shows employers are no longer hiring on the certificate alone. What increasingly separates a credentialed-but-unemployed graduate from a credentialed-and-employed one is a portfolio of applied skill sitting alongside the paper: a project you built, a tool you can genuinely use, evidence you can do the job rather than only that you passed the syllabus that describes it. Starting that build now, at fourteen or sixteen, is exactly how a student ends up on the right side of a 40 percent statistic rather than inside it.
This is also where free, structured programmes matter most, precisely because the World Bank data shows how thin public post-secondary funding is across the region. It appeared because credentials and job requirements drifted apart faster than the system updated. Closing that particular gap, skill by skill, is the one part of this story a Caribbean teenager can actually start on today, months before September, and years before any of these headline statistics apply to them directly.
